An open letter to the citizens of Dallas County:
It is unlikely that there is anyone living in the United States who doesn't agree on the need for a dramatic change in our nation's immigration policies. President Ronald Reagan identified the need for change over 20 years ago, when he said "This country has lost control of its borders. No country can do that and survive." At that time, President Reagan signed into law an "amnesty bill" legalizing 2.5 million people, in the hopes of reducing the pressure on our porous borders. At that time, Senator Edward Kennedy promised the American people: "We will secure the borders henceforth. We will never again bring forward another amnesty bill like this."
